MEHIP is sponsored by the office of State Comptroller Kevin Lembo. It is administered by Stirling Benefits, Inc., which is responsible for sales, marketing, enrollment, billing and agent/broker service.

MEHIP was legislated in July 1, 1996 to help cities and towns provide health coverage for municipal employees. The plan requires no additional state funding, as all costs are paid through members’ premiums.
After its adoption in 1996, the Comptroller's office secured legislation to open MEHIP to nonprofit organizations and community action agencies, thus expanding the availability of Traditional MEHIP.
A bill proposed by the Comptroller in 2003 allowed MEHIP to be offered to small businesses of between 2 and 50 employees, known as Commercial Small Group (CSG) employers.
MEHIP offers non-profit and community action agencies, as well as Commercial Small Groups (CSG), a suite of Standard Plans including Health Savings Accounts (HSA) and Health Reimbursement Arrangement (HRA) options.
Traditional MEHIP attempts to reduce premiums for enrolled municipalities and nonprofit organizations by allowing the state to pass on savings gained through administrative efficiency. These savings are possible, in part, because the marketing and billing structure for the program already exists.
MEHIP is a unique program that allows each employer to choose coverage from two major carriers:
  • Anthem Blue Cross and Blue Shield
  • Oxford Health Plans (A United Healthcare Company)
Commercial Small Group (CSG) plan also offers access to the available standard plan portfolio.
